Why does GA4 not match Search Console?

They measure different things. Search Console counts clicks from search; GA4 counts sessions that loaded the tag and were not blocked by consent, ad blockers or fast exits. A gap of ten to thirty percent is normal and expected.

Does consent mode reduce my data?

Yes, and it should. When users decline tracking, data is modelled rather than measured. Configured correctly, GA4 fills gaps with behavioural modelling. Configured incorrectly, you simply lose the data entirely.

Should I still use Universal Analytics data?

Only for historical reference, and with care. UA and GA4 use fundamentally different measurement models, so the numbers are not directly comparable. Treat the GA4 launch as a new baseline rather than a continuation.
